WASTE MANAGEMENT

The existence of human beings on earth is the result of a fortuitous set of circumstances in which conditions for development of the species were present so that evolution could take place allowing us to reach our present state of being.

Our tenuous continuation could be jeopardized at any time by changes in these conditions, and this far-reaching effect could result from shifts which might be totally insignificant by cosmic standards. They could bring about, for example, our inability to breathe, or stay warm or cool enough, or grow the food we need. Thus, we are only able to survive because our planet provides all the sustenance we need without major effort on our part.

We can broadly define this set of conditions to which we are exposed as our environment. One of the minor ways by which we reduce the risk of premature extinction is to guard our bodies from excessive temperature fluctuation by the use of textiles. Textiles are also used to make life more comfortable or convenient for us. Without them, we would find life harsher, and probably not survive with the same life expectancy as we do now.

Textiles are manufactured to perform a wide range of functions and are made up of different types of fibres mixed in varying proportions. In general, applications of fibers belong to the following three broad categories: apparel, home furnishing, and industrial. Most of the fiber products are for short term (e.g. disposables) to medium term (e.g. apparel, carpet, automotive interior) use, lasting up to a few years in their service life. While the textile industry has a long history of being thrifty with its resources, a large proportion of unnecessary waste is still produced each year.

Commercially, textile waste generation is influenced by the production of textile goods, higher the production, the greater the amount of waste. This is in turn a function of consumer demand, which is influenced by the state of the economy. While this may have a limited impact on the waste production in the manufacturing sector, it can have a much greater influence on the production of household textile waste.

Consumers react to changes in fashion both in clothing and household interior designs. Seasonal changes in fashion mean that clothes can become outdated very quickly, and this encourages the replacement and disposal of outdated, yet good quality garments. Consequently, manufacturers will increasingly develop high quantities of low durability clothing in response to a 'throwaway society'.

Economic prosperity also influences this trend, as the production of textiles increases with consumer spending, so does waste production from both the manufacturing and household sectors.

TECHNOLOGY MISSION

Government of India on Thursday, January 20th launched its 5 year national mission on technical textiles to boost the growth of the nascent nonwovens and specialty textiles sector.The plan has an outlay of US $45 million (200 crores Indian rupees) and the timeframe will be from 2011-2015.

This was announced by Mrs. Rita Menon, India's Textile Secretary in an event jointly organized by the Ministry of Textiles, India and the trade body, Federation of Indian Chambers of Commerce & Industry (FICCI) in New Delhi.Under this mission there are two mini-missions. Mini-mission I will focus on establishing four new centers of excellence and enhance the R& D capabilities in India.

The four centers planned are nonwovens, composites, indutech and sportech.Each center will be given a maximum of US $ 5.45 million (Rupees. 24.5 crores). Mini-mission II will focus on the marketing aspects to boost both domestic consumption and export opportunities.It is hoped that funds will be disbursed soon so that projects can begin as early in April this year.

A conference has been convened for interested parties in Mumbai by the Office of Textile Commissioner on January 25th.The mission opens-up opportunities for fiber producers, consultants and machinery makers. The mission will explore all sorts of fibers such as cotton, recycled fibers and processes in developing products and will build a good knowledge base through contract R & D at different institutes.

LATEST CROP RESEARCH

Those who took part in field tours traveled through 600 acres of land, including about 60 acres of cotton fields. They stopped along the way for informational presentations on research including irrigation and monitoring techniques, new varieties and planting dates, weed control and insect management, spokeswoman Ginger Rowsey said.

The event lasted from 8 a.m. to noon, with tours starting at 8:30 a.m. according to officials at the center, which is part of the University of Tennessee Institute of Agriculture.

Rowsey drove up the winding gravel road between 600 acres of land herself. Wilting, dark brown sunflowers line the right side of the road, and brown harvested corn leaves form the left side leading up to the cotton bolls. The gray and cloud-thick sky served as a backdrop for the agriculture institute's leading research, and the 600 acres of land as classroom space.

"It is an outdoor classroom really, and it allows farmers the chance to see up close and personally the different varieties, different planting dates, different weed and pest management techniques," Rowsey said.

The agriculture institute's farm is different from traditional farms because it is operated largely for educational purposes.

"Instead of just reading about it in a book or looking at it on the Internet, they can actually see it in person, so that's why we do this day," Rowsey said.

Experts showcased the new cotton varieties so farmers would be able to see which crops were doing best and how to increase profits on their farms, said Chris Main, extension cotton specialist for the University of Tennessee.

The most useful information has been row crop weed specialist Larry Steckel's seminar in controlling herbicide-resistant weeds because weed control is one of the biggest problems in farm maintenance, Main said.

Reduces the need for landfill space. Textiles present particular problems in landfill as synthetic (man-made fibers) products will not decompose, while woolen garments do decompose and produce methane, which contributes to global warming.

Reduces pressure on virgin resources.
Aids the balance of payments as we import fewer materials for our needs.
Results in less pollution and energy savings, as fibers do not have to be transported from abroad.
Reclaiming fiber avoids many of the polluting and energy intensive processes needed to make textiles from virgin materials, including: -
Savings on energy consumption when processing, as items do not need to be re-dyed or scoured.
Less effluent, as unlike raw wool, it does not have to be thoroughly washed using large volumes of water.
Reduction of demand for dyes and fixing agents and the problems caused by their use and manufacture.

How, what and where of recycling textiles:
The majority of post-consumer textiles are currently collected by charities like The Salvation Army, Good Will and Chalk. Some charities, for example Good Will and The Salvation Army, sort collected material selling it on to merchants in the appropriate sectors.
Some postindustrial waste is recycled 'in-house', usually in the yarn and fabric manufacturing sector. The rest, aside from going to landfill or incineration, is sent to merchants.
Collection Method's:
At present the consumer has the option of putting textiles in 'clothes banks', taking them to charity shops or having them picked up for a donation drive.

The Salvation Army is the largest operator of textile banks in the US. On average, each of these banks is estimated to collect about six tons of textiles per year. Combined with door-to-door collections, The Salvation Army's textile recycling operations account for the processing of in excess of 17,000 tons of clothing a year. Clothes are given to the homeless, sold in charity shops or sold in developing countries in Africa, the Indian sub-continent and parts of Eastern Europe. Nearly 70% of items put into clothing banks are reused as clothes, and any un-wearable items are sold to merchants to be recycled and used as factory wiping cloths.

Take your used clothes to a textile bank. Contact the recycling officer in your local authority if there are no banks in your area and ask why; they may collect textiles through other means. Alternatively you can take used clothing to local charity shops.

Give old clothes/shoes/curtains/handbags etc. to jumble sales. Remember to tie shoes together: part of the 6% of textiles which is wastage for merchants are single shoes.

Buy second-hand clothes - you can often pick up unusual period pieces! If bought from a charity shop, it will also benefit a charity.

Buy things you are likely to wear a long time - a dedicated follower of fashion can also be a green one if items are chosen carefully.

Look for recycled content in the garments you buy. This should be on the label, though at present there is no conventional marking scheme and some companies do not always advertise the recycled content.

Buy cloth wipers instead of disposable paper products as the product can be used repeatedly.

On this day, we see the police parade and the march past. People rally round the National Flags of India. Flag-hoisting forms an important part of this ceremony. The National Anthem "Jana Gana Mana..." is sung everywhere. Our President, Prime Minister, Ministers, Governors and State ministers publish their messages to the Nation. All the educational institutions and organizations observe this day with morning-procession and flag-hoisting. Sweets are distributed among the children. Every house and every office building is highly decorated on this day. In the evening, meetings are held all over the country to commemorate our great national leaders and workers who sacrificed their lives for freedom of India.

Cotton rebound

Amarel keeps busy in the northern reaches of the

Cotton Belt:
• Managing the Valley’s lone cotton gin
• Farming 600 acres
• Overseeing the custom harvest of another 1,000 acres
• Helping many of the 20 Northern California cotton growers market their crops
• Negotiating planting seed contracts.

Doug Munier, University of California Cooperative Extension farm advisor in Glen County, said Amarel also spends a lot of time teaching new growers the finer points of growing cotton.
“Mel does a good job for his growers. He understands cotton,” said Munier, who was a farm advisor in Kern County before moving north 15 years ago, taking with him years of cotton experience from the southern San Joaquin Valley.

There were just 1,000 acres harvested in 1995 when cotton returned to the Valley after a commercial absence of more than 70 years. It peaked at more than 22,000 in 2001. Many thought it had the potential to reach 100,000 acres or more in the northern Valley.

However, like the rest of the U.S. Cotton Belt, the fiber crop fell on hard times. Acreage began to decline, a casualty of low prices and competition from more profitable crops. It fell to its lowest level in the Sacramento Valley last year, when only 2,250 acres were planted.

And like the rest of the U.S., cotton has rebounded there this season, more than doubling last year’s acreage.

North Valley Gin is locally owned by Amarel and his partners. A larger gin once operated in the Valley.

When the acreage decline started, a trio of managers representing the larger gin took Amarel to lunch and offered to buy him out. He offered to buy them out. They responded they would run Amarel and North Valley out of business.

“I told them they wouldn’t drive me out of business. They said, ‘why?’ and I said because there are three of you doing what I do alone, and besides you are buying lunch,” he laughs.

The other gin closed three years ago.
There are almost 5,000 acres in Glenn, Colusa and Sutter counties this year. Amarel expects to gin 14,000 to 15,000 bales this fall. Yields may be off from last year’s 3.3 gin average, but he is confident his 20 growers can bring in a good crop. Many are seasoned cotton producers, dating back more than 15 years as north country cotton growers. Four are new cotton producers this year.

Modern day cotton in the Valley actually dates to 1976. That is when the late Buel Mouser, then the Chico State University farm manager and later school ag professor, started growing cotton on the school farm. When he retired, he wrote a research paper detailing what he had learned about growing cotton in the Sacramento Valley. His report sparked grower interest in cotton as an alternative crop. The first farmer crop was grown in the mid 1990s.

It was a rough start, primarily because of 2,4D drift issues from

rice to cotton. Cotton is very susceptible to 2,4D aerial drift and rice growers resented the introduction of the crop. A second concern was the feared spread of verticillium wilt from cotton to olives. Cotton is still banned from certain areas of the Valley because of that issue, even though olives and cotton have long co-existed side-by-side in the San Joaquin Valley, and research has shown cotton poses no threat to NorCal olives.

Survival of cotton in the Sacramento Valley is a surprise to many with such small acreage and one gin. “I am not really surprised cotton’s still here. It may be a little more difficult to grow than some other crops. The season is longer than other North Valley crops.

“However, the revenue has been there year after year. There have been ups and downs, but cotton has been fairly consistent through it all,” he says.

SJV Acalas and even Pimas have been tried in the north, but it has been uplands that have been consistent. “No one wants to pick cotton at Christmas time,” he laughs.

The 2010 rebound has come with 80-cent cotton and lucrative seed contracts Amarel has negotiated for his growers the past few years.

Spinning industry demands lift of duty, quota on yarn

Spinning industry owners met the government last week to ensure that, quota and duty imposed on yarn exports is lifted by July 26.

But the value-added textile sector wants the government to continue with the duty imposition on yarn, for another year.Crisis surrounding yarn has not yet been solved, despite several policy measures taken up by the Textile Ministry, to ensure yarn is available at reduced rates.Now, while the value-added textile segment complains about dearth in yarn clubbed with increased yarn prices, spinning industry owners are blaming the government of fraudulently playing with the open market economy and denying the spinners opportunities for export, via imposition of restrictions and duties on exports of yarn.

During a meeting of the value-added segment with the Prime Minister, Yousuf Raza Gilani and Textile Minister, Rana Farooq, they demanded that, the government continues with the imposition of duty on yarn. In addition, they have also demanded for a three years freeze on about Rs 300 billion debt of the value-added segment and a bailout package, just like the defunct industries received during the late 90s.

But, the certain associations did meet the Finance Minister to get an assurance that, the temporary restrictions and duties on exports of yarn, which expire on July 26, are not given an extension. But they did not receive any, as he refrained from giving any promises.Deliveries made in the month of June are at a much lower rate than the rates at which yarn is currently being supplied to the local industry. This is because, exports of yarn carried out in the last week of June, were made due to the Letters of Credits (LCs), which were opened prior to May 13, as shipments post it were held back for over a month by the government.

The current export price of yarn in the international market stands at Rs 127 a pound as compared to Rs 115 a pound, which was practiced in the domestic market.As per a spinner and knitwear exporter, the apparel segment was under tremendous stress over the last nine months, owing to contracts, which were inked at reduced prices. But the new deals are being inked at 20 percent higher prices.

Moreover, with the current rate of cotton at Rs 6,700 a maund, the cost of producing yarn has also surged to Rs 120 a pound.As of now, spinning industry owners are supplying yarn to the domestic industry at a rate of Rs 110-115 per pound, which has lead them to register a daily loss of Rs 300,000 – 500,000, in anticipation that things might change.

NEW WEB SITE FOR TEXTILES

A new Web site all about the lore and lingo of the fabric world, www.talktextiles.com, has been launched.

It provides a glossary of home furnishings textiles terms, information about the process of creating textiles from fiber, and a platform for questions, answers and discussion about the industry.

Also on the site are links to other textile sites, an industry calendar, and suppliers to the home furnishings fabric community. Images of fibers, yarns, textiles and the process of fabric weaving are featured.

The site is designed for use by consumers, retailers, textile students, buyers, designers, manufacturers, academics and anyone who works with or appreciates the art and science of fabric production.

Talktextiles.com was developed by the International Textile Market Assn. and the College of Textiles at North Carolina State University.

Talktextiles is the brainchild of industry veteran Jim Calhoun, who saw a need for an easily accessible reference of fabric information.

A team of industry specialists and academics spent a year developing the site, with a goal of making it friendly for even the novice user but also useful to professionals. On the surface, those garment workers who were not laid off as a result of the economic downturn should be considered lucky. But new data from an ILOled survey shows that even those who kept their jobs were not left unscathed – many have had their salaries significantly reduced and now struggle to cover basic living costs.

The study, which assessed 1200 employed and 800 unemployed Phnom Penh-based garment workers, seeks to better understand the hardships workers are facing as a result of the economic slowdown, as well as their coping mechanisms and job-seeking strategies when they are retrenched. Preliminary information was gathered between September and December 2009, and follow up interviews will be conducted at three- and six-month intervals. A full study will be completed during the third quarter of 2010.

The results of the preliminary survey show that employed workers face a range of new hardships, most importantly reduced income in 2009 compared to 2008. Workers now feel they do not have enough money to cover remittances and basic needs such as food, healthcare, and transport. Some employed workers who were retrenched and have since found new jobs are working under less favourable conditions. Many surveyed have sought assistance from trade unions to deal with challenges such as asking for leave and late wage payments.

Most unemployed workers surveyed lost their jobs during factory closures or cutbacks due to reduced orders. One in ten unemployed workers were retrenched two or more times in 2009. While a small percentage of those retrenched have since found new jobs, at the time of the survey, the majority were still looking for work. The survey also found that laid off workers most commonly look for jobs in other garment factories, although only one in three succeed in finding work.

Those who look for work outside the garment sector typically look to the service sector for work as salespeople, tailors, food vendors or tuk-tuk drivers. Very few enrol in training programs, even though many would like to. The families of some workers – both employed and unemployed – have sent additional family members to find work to help cope with reductions in income, mostly female siblings between 16-28 years of age.

Significantly, three quarters of unemployed workers said they would return to their home villages if they could not find work within six weeks.

Ethiopian Investment Agency (EIA)’s Agency Director, Abi Woldemeskel, while laying down the agency’s performance report before the Trade and Industry Affairs Standing Committee in the House of Peoples' Representatives’, stated that, during last five years, the agency has given out over 11,000 investment licences to local and overseas investors, whose aggregated funding came to 423 billion Birr.

He divulged that 295 billion Birr of the aggregated capital, has flowed from 6,255 foreign investment projects.According to him, employment opportunities have been generated for over 130,000 citizens, from the projects which have entered the production phase and added that, as all the projects go fully functional, over two million other jobs will be created.

As the industry development strategy primarily concentrates on the textile and clothing, leather and leather products, this has lead to encouraging project implementation in these areas and 3,247 investment projects were ready for launch as there was satisfactory infrastructural development in accordance with the schemes, he said.

Under the OFSETH project the optical fibers are used that can use light both as carrier and sensor. By this the oxygen content of the blood can be measured. Waterproof Breathable Fabrics

Waterproof textile which breaths may be defined as intelligent waterproof fabric, which is permeable to water vapour i.e. perspiration at a rate of 2000-2500 g/m2/day for light applications and 4000-5000 g/m2/day for heavy applications. By 1998 it was common to see claims of 10000 g/m2/day.

Waterproof fabric completely prevents the penetration and absorption of liquid water in, in contrast to water-repellent fabric, which only delays the penetration of water.

Traditionally, fabric was made waterproof by coating it with a continuous layer of impervious flexible material. The first coating materials used were animal fat, wax and hardened vegetable oils. Nowadays synthetic polymers such as polyvinylchloride (PVC) and polyurethane are used.

Conventional polymers coatings are considered to be more uncomfortable to wear than water-repellent fabric, as they are relatively stiff and do not allow the escape of perspiration vapour. Consequently they are now used for emergency rainwear.

Water-repellent fabric is more comfortable to wear but its water-resistant properties are short lived.

Velvet is a flattering fabric that absorbs light into its deep and rich hues. The smooth texture and sheen of the fabric makes it an undoubted choice of the royal class. A very expensive fabric among the luxury goods, this fabric has been pampered in many countries throughout the centuries. Though it is generally believed that velvet owes its origin to ancient Kashmir, controversies exist regarding the origin, and existence of the fabric. Velvet is made from different kinds of fibres. This fabric is woven on a specialized loom, cut, and then sheared to create a lavish finishing. The fabric is woven on a special loom which weaves two pieces at the same time. They are then cut, and two lengths of fabric are wound on separate rolls. One of the most expensive, and lavish fabric, velvet is made in a variety of types from crushed type to common upholstery. It can also be blended with various other fibres to produce appealing fabrics. The magic hues produced by dyeing the fabric make velvet infamous with nobility. From the mysterious black, to the showstopper red, and purple, alluring shades are produced by dyeing the fabric precisely.

During earlier period, making rich fabrics such as velvet was rare as fabrics were mostly made of cheap fibres using simple flat woven technique. So, the richness of the material and weaving techniques of velvet made it an exclusive fabric. With the passage of time, new methods overtook conventional techniques, and new materials and processes were used in fabric making.

“Cotton producers have faced serious challenges in recent years,” said Greg Frey, vice president of the Agricultural Group of Penton Media Inc., the parent company of the Delta, Southeast, Southwest and Western Farm Presses. “Prices, weather and international trade policy have all made growing cotton profitably increasingly difficult.

“The 2010 winners are a testament to the hard work and the environmental ethic of U.S. cotton producers and their determination that the U.S. cotton industry survive and flourish.”
Farm Press began the awards in 1995 to honor growers who were growing profitable, quality cotton and to showcase the good things they were doing in the areas of conservation and environmental stewardship.

This year’s awards are co-sponsored by All-Tex Seed, Americot, Arysta LifeScience, Delta & Pine Land, Greenleaf Technologies, Helena Chemical Co., John Deere, Syngenta and U.S. Borax, Inc.
Griffin, a former nuclear electrician at a Norfolk, Va., shipyard, took a circuitous route to becoming a cotton producer.
He entered an apprenticeship program at the shipyard soon after graduating from high school and worked there for 20 years, rising to senior nuclear manager. But he says he never lost his passion for agriculture.
Often, after working 12-hour shifts at the shipyard, he came straight to the farm to help his father. He also began acquiring and renting land to start his own farm.

While he considers himself a cotton farmer – his e-mail address is cottonpickr – Griffin is a strong believer in rotating cotton with corn, soybean and wheat.
“We have tinkered with and demonstrated we can have a short-term continuous cotton rotation and make it profitable. We haven’t created an ill-effect on the land, and we replenish everything we take from the soil,” he says. “Still, grain crops are important to us from an economic standpoint and important as crop rotation options.

“On some of our land, we go one year corn and two years cotton. On different soil types, we can go with wheat and double crop soybeans followed by cotton. None of our cotton land stays out of cotton for more than one year.”
He uses a precision fertility program that not only saves money, but also fits in well with Griffin’s strict adherence to good soil stewardship. “Putting on no more chemicals and fertilizers than is needed by the crops for top production just makes good economic and environmental sense.”
Allen Pierucci is also a third-generation farmer in the Buttonwillow area of California’s San Joaquin Valley and one who is proud to call himself a cotton producer. “I was destined to be a farmer — a cotton farmer,” Allen says. “There is something about getting up in the morning smelling picker grease. I also just like the smell of cotton.”

Cotton farmer numbers have been dwindling in the San Joaquin Valley where acreage has fallen from more than 1 million acres 12 years ago to less than 200,000 this season due to a three-year drought, more economically attractive competing crops to use available water, and the growth of permanent crops like orchards and vineyards.
But some believe cotton is poised for a comeback next season, particularly because of the approval of Roundup Ready Pima cotton for the 2010 growing season. It could reach 400,000 acres in 2010 as cotton prices firm up and alternatives to cotton fade economically.
Like most farmers, Pierucci faces the yearly challenges of rising costs. He has embraced technology to keep his costs in check. “We used to cultivate at least two to three times for morningglory and bindweed alone. With the Roundup-resistant technology, we cultivate once and spray for weeds,” he said.
Pierucci has joined the ranks of precision ag producers utilizing GPS tractor guidance systems and field mapping. He uses AutoFarm for furrowing out, disking and ripping. “Auto guidance systems are much more efficient and they save time and fuel. When it is foggy, you do not have people standing around waiting for the fog to lift before going into the field.

Like all California producers, Pierucci is diversified. He also grows alfalfa, wheat and last year onions for the dehydrator. In addition, he recently planted a 72-acre pomegranate orchard.
“Last year (2008) alfalfa was fantastic. I did not sell anything for less than $210 per ton,” he said. Prices collapsed under the weight of the worldwide recession and the dramatic economic downturn in the dairy industry. “I have been waiting for one ‘check’s in the mail’ for seven weeks. No one is returning phone calls.
Allen loves to talk about farming. For several years he has hosted teachers on his farm to educate them about California agriculture.

The walls of Julian Pierucci and Sons office are adorned with pictures of his family on the farm. There is a movie poster on the wall as well. It is for the 1965 flick, “The Man from Button Willow,” which helped put the town on the map.
Pierucci wants to keep it on the map as more than a feed and fuel stop on the Interstate. He also wants it to live up to its reputation proclaimed on the sign on the town’s main street — Buttonwillow: Heart of Cotton Country.

Jeff Posey, High Cotton winner for the Southwest, said his leaving the land better than they found it has always been a priority for the three generations of his family who are currently involved in farming.
“We’re always looking for what works best and what’s best for the environment,” Posey said. “We’re spraying less pesticide than we used to. And we’re using cover crops where we can. I hate to see sand blow. We keep as much cover on the ground as possible, but we still may cultivate some to fight sand in the spring.”

Reduced tillage, he said, helps conserve soil and water and improves efficiency. “We can get over fields in less time. Drip irrigated fields and one pivot field have not had a plow in them since we installed the systems.”
In addition to conservation tillage, the Poseys are doing all they can to conserve water with subsurface drip irrigation on 600 acres and low energy precision application systems on their other irrigated acreage. They use the best technology available, including GPS and transgenic varieties, to reduce pesticide and energy use and were early proponents of the Boll Weevil Eradication Program.
Mid-South High Cotton winner Jimmy Hargett has done his part to try to help restore profitability to cotton, providing the inspiration if not the original concept for the module building cotton picker that was later launched by Case IH. But Hargett has also put a lot of effort into preventing soil erosion and improving water quality by using reduced tillage farming practices on the 1,700 acres of cotton, soybean, corn and milo he farms in the rolling hills of west Tennessee.

Hargett’s conversion to no-till cotton did not come easy. “Every acre I used to work, I used a moldboard plow. I thought you had to break ground 10 inches deep to make a cotton crop,” he said in an interview.
The resulting gullies were so deep “you had to have a tractor out there to fill the ditches in so you could cross them with a cotton picker. I was the hardheadedest person in the world about no-till. I always said, ‘no till, no yield.’ But I found out the hard way that in west Tennessee, it’s by far a whole lot better.”

Today, the farm’s soils are protected by terraces, diversions, grass waterways, buffer strips and silt basins, all built by Hargett during his 47 years of farming. Hargett remains optimistic that the cotton industry will continue to flourish, even as it faces some of its biggest challenges. “I think we’ll find a way to keep growing cotton in this country. If we lose the cotton industry, how many people does that affect from seed to shirt.

'Recent Trends in Utilization of Fiber, Yarn, Fabrics and Computer Technology in Fashion Designing and Management'

Recent trends in fiber, yarn and fabric management in Textile-Apparel-Distribution network require a very accurate estimation of consumption pattern and sourcing management to minimize their costs and satisfy their customers. For such strategy, fashion designers rely more on fashion forecasting system to respond to the versatile textile market. However, the specific constraints of the textile consumption and sales (numerous and new items, short lifetime) complicate the forecasting procedure and distributors prefer to use intuitive estimation methods of the sales rather than the existing forecasting models.

In this paper we firstly discuss the different aspects used for improving the accuracy of fashion product development and forecasting process, use of computer technology in management of fiber, yarn and fabrics for estimation of their consumption. We also demonstrate a decision aid system, based on neural networks, which automatically performs item sales forecasting of textile items with two models being demonstrated for silk fabric consumption and cotton-textiles fabric consumption. Performances of our model are evaluated using real data released by authorized agencies. Network forecasted results show excellent correlation with real data emphasizing the its advantages over traditionally, statistical time series methods like moving average, auto-regression or combinations of them used for forecasting apparel and fashion product sales.

Introducing new products of Apparels made from different variations of fibers, yarns and fabrics can provide a competitive advantage as well as a long-term financial return on investment. New product development is thus vitally linked to a company's competitive strategy and consequently to the new product sales forecasting of apparels and textiles that provides quantitative information on the expected return from development efforts. Sales forecasting of apparels and textiles attempts to decrease uncertainty, providing input for the decisions made about introducing of new products and offering feedback for the new product development process. The significant correlation between new product development and new product sales forecasts makes new product forecasting extremely important.

Traditionally, statistical time series methods like moving average, auto-regression or combinations of them are used for forecasting fashion trends and sales of fashion products. Since these models predict future sales only on the basis of previous sales, they fail in environments where sales are heavily influenced by exogenous variables, such as economic conditions, climatic conditions, competitive activities, advertising and several factors. Although traditional statistical models characterize the above mentioned factors, they are essentially linear in nature and don't characterize the nonlinear nature of apparel sales and analyse fibre, yarn, fabric consumption trends.

Fuzzy logic, artificial neural networks coupled with latest applications of computer technology for fashion design and management and genetic algorithms(Gas) offer an alternative approach by taking into account both endogenous and exogenous variables and allowing arbitrary non-linear approximation functions derived(learned directly from the previous data).

The recent past has seen a drastic increase in the prices of raw cotton. International cotton scenario witnessed an upturn during the past few months. Due to this unprecedented hike in cotton prices, farmers have suffered huge losses, which resulted in a lower acreage of cotton. While US continues to move higher in a steady manner, local markets in China, Pakistan, and India prices exploded and traders are trying to cover short positions.

Mr. A. Sakthivel, President, FIEO/TEA proposes the Indian Government to strike a balance between the volume of raw cotton to be exported, and availability of the same to fabric, and garment exporters. The Government may consider allowing 50 lakh bales for exports in a year with monthly ceiling of 4 lakh bales so that raw cotton exporters ensure regular export supply to maintain their markets and simultaneously ensuring adequate supply of raw cotton at reasonable price to end user domestic industry. He speculates a further increase in the prices of cotton as the exporters have purchased nearly 20 lakh bales of cotton.

Textile exports of Pakistan saw a remarkable improvement due to the shipments of raw cotton and cotton yarn.
However, these products have become a matter of concern for the value-added textile products due to elevated prices of these items. In the Chinese market, future contracts for May 2010 surged by RMB 210 per ton to RMB 15,620 per ton. According to cotton experts of China, cotton crop in the country is expected to reduce by 10 % during the current year, which is approximately 7 million ton less. Despite releasing 500,000 tons of cotton from its state reserves, the dragon nation was not able to suppress the bullish price rally in the cotton markets

Farmers from Bangladesh expect good results for their cotton crop with new varieties introduced in this season.Rupali HSC and Lalteer cotton varieties, which are less susceptible to pests, have the capacity to produce two times more volume of cotton than the CB-9 and CB-10 varieties. These varieties can produce maximum 7 tons per hectare, or 7 to 8 maunds per bigha, while high-yield Rupali HSC and Lalteer varieties can produce 18 to 20 maunds. Bangladeshi farmers are optimistic about an increase in price between Tk 2,200 and Tk 2,400 per maund, this year, which is comparatively higher than the Tk 1,800 to Tk 2,000 per maund of the previous years. They are expecting to generate a profit of Tk 15,000 per bigha, during current season.

In Zimbabwe, soaring prices of cotton lint and high duty imposed on imported raw materials and other inputs have caused many textile companies to collapse. This poses a threat of massive job losses and a failure in tapping the export market.

Textile export witnessed some recovery after a long time in October when its export increased by 19.42 percent over the same month of last year.This recovery was also seen in the export of textile goods during the month of October over the preceding month of September with the growth of 11.33 percent, Federal Bureau of Statistics (FBS) reported on Thursday.This improvement in the textile export also impacted the first four months’ export figures positively with the marginal fall of 4.72 percent in its overall export over the corresponding months of last year.

The recovery in textile export was mainly attributed to major export of raw cotton and cotton yarn during these months that has now days become a major source of concern for the value-added textile component because of high prices of these items in the local market affecting their performance.Exporters commenting on the textile export growth said that it should not be viewed as a positive development as we are exporting raw material, which can fetch better price if exported after value addition.

The unit price fetched by exporting raw cotton and cotton yarn is much lower than the price obtained by the value-added product.Figures suggested that export of raw cotton increased phenomenally almost 79 percent in the first four months of current fiscal over same months of last year whereas export of cotton yarn also grew 14.06 percent during the months under review.The export of yarn other than the cotton yarn also recorded 82 percent growth during July-October of current fiscal.When it comes to export of value-added products, the bleak scenario is still prevailing on the export of these items as export of knitwear was down almost eight percent during the months under review.

Export of bedwear decreased nine percent during these months. Towel export declined 9.82 percent, tents, canvas & tarpulin 13.07 percent. Export of cotton cloth was down 30.41 percent and cotton carded or combed 90.31 percent.Export of readymade garments was up by 5.44 percent and art, silk & synthetic textile 74.23 percent during these months.

The global recession has hit orders and price realisation. Our quarterly turnover is down from Rs 300 crores to Rs 250 crores. Orders are going to Vietnam and Bangaladesh, which have lower costs.

Particularly small-scale units, may be pushed to the wall. Already hit by underutilisation of capacity, these small units may face threat of problems.

Nonetheless, Bangalore, One of India's major apparel export centres, reported remaining intact so far.

The European commission and the European retail sectir launched a Retail forum as part of their drive to promote more environmentally sustainable consumption patterns this March. Meanwhile the Retailers Environmental Action plan (REAP) was launched.

The forum aimed to generate a better understanding of the practical measures needed to promote sustainable consumption and production. Over time the result should be greater availability of environment-friendly and energy efficient products in shops and better information to consumers on how to use products(e.g. apparel) in the most ecological way.
